Overview of the collaboration between Ina City and Finland（伊那市とフィンランドのつながり）

Ina City is a region rich in nature, located in the middle of the main island in Japan. Surrounded by beautiful mountains and clean water, people live off the bounty of nature, including its agricultural products.
Like other regions in Japan, Ina City faces challenges such as a falling birthrate, an ageing population and a shortage of labour due to a shrinking population. However, we strongly hope to protect and cherish the good qualities of the region so that we can continue to live here. For the future, we must create a sustainable community with our own hands, rather than looking outside for food, water, energy and human resources.
In order to achieve this, we need to attach great importance to the following:
・Value agriculture and be able to produce our own food.
・Protect forests and be self-sufficient in water and energy.
・Develop people who are capable of thinking and acting for themselves.
・Each individual to choose to act environmentally friendly.
・To introduce new technologies and reach out to those in need.
And we want Ina City to be a place where everyone can lead a happy life.
What can we do as a local government in a provincial city? Here are 3 main efforts of Ina City.

・The 50-year forest vision　-Plant, grow, cut, use and plant again. We aim to circulate the trees of our forests in a 50-year cycle.
・Events in the Citizen's Forest in cooperation with local residents.　
∙ Ina Midrina Committee（外部サイト） - a joint public-private sector initiative to connect forests and people.
・Creating a forest digital platform.　

We set a target to reduce CO2 emissions by 53 per cent by 2025; by the end of 2023 it was 40 per cent, well on track towards a carbon neutral society.
・Kyogi -Packaging material made from thinly sliced wood.
・Producing non-plastic products (loofah sponges, Rye straws etc.)
・Promotion of the use of woody biomass such as wood stoves and pellet stoves.
・Small-scale hydroelectric power plant　-Aiming to move away from fossil fuels through renewable energy sources.

・Transportation of goods by unmanned VTOL aircraft.
・Mobile clinic van
・Metaverse Ina City ver.
・Drone-based shopping support service

And we seek to create further innovations through our cooperation with Finland. By sharing our strengths with each other, Ina City aim to be a model sustainable community in Japan.

・Memorandum of Understanding with North Karjala in 2019 (forestry, renewable energy, bioeconomy, etc.).

伊那市は本州の真ん中に位置する自然豊かな地域です。美しい山に囲まれ、きれいな水があり、農産物をはじめ豊かな自然の恵みを享受する暮らしを人々は送っています。
日本国内のほかの地域と同様、少子高齢化、人口減少による人手不足等の課題に直面しています。しかし私たちはこの地域の豊かさがいつまでも続いてほしい、ここで暮らし続けたいと強く願っています。これからの時代、私たちは食料も水もエネルギーも、そして人材も、外に求めるのではなく、自らの手で持続可能な社会を作り出さなければなりません。
そのためには、次のようなことが必要です。
・農業を大切にし、食べ物を自ら生産できること。
・森林を守り、水やエネルギーを自給できること。
・自ら考え、行動する力のある人々を育てること。
・一人一人が環境に配慮した行動を選択すること。
・新技術を導入し、困っている人に手を差し伸べること。
そして、すべての人が幸せな生活を送ることのできる伊那市でありたい。
そのために地方都市の私たちは、何ができるだろうか？ここで伊那市の主な3つの取り組みを紹介します。

・50年の森ビジョン…植え、育て、切り、使い、また植える。私たちは50年サイクルで森の木々を循環させることを目指します。
・地域住民と連携した市民の森でのイベント　
・官民共同で森と人とをつなぐ活動をする伊那市ミドリナ委員会（外部サイト）
・森林デジタルプラットフォームの構築　

伊那市では、CO2を2025年までに53パーセント削減する目標があります。2023年末では40パーセント、脱炭素社会に向けて順調に進んでいます。
